Conditions that will make work ineligible for release and not go to the work queue or RF units:
i.e. Ready for List
- Replens/cross-docks must be completed before picks are eligible for release for ship_id
- Validation errors on a location MAY prevent picks from releasing
- Pick-Release policies must be set up properly for the lodlvl/srcare/dstare
- There are no empty staging locations to allocate the shipment to
- The Inventory footprint doesn’t match the Footprint configuration defined for the part
- The pcksts = H. These are 'allocate to hold' allocations and must be released before they are eligible for pick release
