Resolution
After the failure, Datastage can be manually uninstalled using the following steps. 1.Uninstall DB2 components through control panel 
  1. STOP SERVICES - WEbsphere MQ.
  2. Uninstall IBM InfoSphere products through control panel. manually.
  3. Delete all the subdirectories  in the D:\LocalApp\IBM directory.
  4. Restart Websphere MQ service and complete the post uninstallation steps.

Cause
This error may occur if a WEbsphere MQ Service was running.
Additional Information
  • Stop the WEbsphere MQ service before uninstalling Datastage
  • Follow the step by step approach mentioned in the Chapter 6. Uninstall software then JDA Integrator section of EP Install guide
