Resolution
  1. Navigate to Collaboration Portal log in page
  2. Click Tools > Compatibility View Settings
  3. Make sure the URL appears in the box "Add this website" then click Add
  4. Close
  5. Exit all Internet Explorer windows
  6. Open IE and access the log in page again
