Resolution

Steps to fix the issue:
1. Change rpweb.xml config as shown below:

<map name="US_ENGLISH">en-gb</map>
</language-mappings>

2. Go to WMS DLx client Locale Maintenance screen
3. Go to the Date/Time Tab
4. Change the date format to dd/mm/yyyy
5. Restart the MOCA service
6. Restart the REFS service
7. Restart the browser
8. Check the date format .. should display in UK format
