Resolution
  1. JDA Allocation is certified on the 32-bit Oracle Client software.
  2. Ensure that the 32-bit Oracle client software is installed and not the 64-bit version.
  3. Add the Oracle OLE DB Provider DLL to the Windows registry as follows:
    Oracle 10g: regsvr32 ORACLE_HOME\bin\OraOLEDB10.dll
    Oracle 11g: regsvr32 ORACLE_HOME\bin\OraOLEDB11.dll
