Resolution
1) When the "Disallow Short Shipment" flag is enabled, for an order the system deallocates the whole order if it is short after allocation.

2) If the flag is set to Full and any of the order lines do not find sufficient stock to satisfy the Qty Ordered during soft allocation, then the entire order is soft deallocated and the Soft Allocated flag on the header and all of the lines is unset.

The following Function Access can be enabled to resolve this:

Allocation - Consolidated allocation only de-allocates 'Full' Disallow Short Ship orders that are actually short (rather than de-allocating all) 
ALLOC_CONS_DEALLOC_DSS 

This option deals with Disallow Short Shipment (DSS) orders, when they are allocated as part of a web client consolidated system allocation run. When it is disabled and there is a shortage during a consolidated allocation run which contains DSS orders, then the entire consolidated allocation will be 'unwound' (i.e. all orders must be fully allocated or no orders will be).

If it is enabled then this option will prevent the entire order run from being deallocated during web client system consolidated allocation. Only the DSS (Full) orders which were allocated short will be deallocated.
